C. Stanley Willis II

Managing Member & Founder

Stan is our founder and Managing Partner. Stan spent most of his early years practicing in Construction Law and Business Law. As a solo practitioner, Stan gained a wide range of experience in multiple areas of the law. Currently, he spends most of his time managing the firm. Stan graduated from Capital Law School in 1991. His undergraduate years were spent at Ohio Northern University where he played football and was a member of Alpha Sigma Phi Fraternity. In 1987, Stan graduated from ONU with a Bachelor of Science in Civil Engineering.

After Graduating from ONU, Stan worked for the Ohio Department of Transportation as an Engineering Intern subsequently taking the role of Assistant Geometrics Engineer in the Bureau of Location and Design. Most of that job consisted of reviewing plans submitted by consultants for compliance with the ODOT design standards. He initially went to law school at night, but after a year of full-time work and full-time school, he went all-in on school and transferred to the day program at Capital. While a student at Cap, Stan clerked in the ODOT section of the Ohio Attorney General’s Office.

After law school, Stan took a position at CJ Mahan Construction Company. While at Mahan, Stan spent most of his time preparing claims for delay, changed circumstances, acceleration and other such issues related to complex construction projects. He also dealt with OSHA regulations and compliance issues. Stan left that job after about a year and founded what is now Willis Spangler Starling on August 1, 1992.

Stan gained a lot of experience in those early years negotiating and litigating complex contract issues among multiple parties where the stakes were high. During the ensuing years, Stan has gained an enormous amount of experience from advising folks in businesses of nearly every kind as well as building and managing Willis Spangler Starling.

Stan is married to WSS Senior Partner Kelly Willis, ESQ. Stan and Kelly have three children and two grandchildren and currently live in London, Ohio. Stan and Kelly lived in Hilliard area for 30 years and their kids attended Hilliard Bradley High School. Stan enjoys spending time on the lake and flying airplanes. Stan has spent time in the Hilliard Rotary, where he served as a Board Member. He also served on the Franklin County Fair Board and has been a member of the Agricultural Society.
